If yes, delete unnecessary agencies or submit a service ticket to increase the quota. You are an IAM user. Check whether the IAM user has the Security Administrator permissions. If not, you cannot create an agency.
If your account has outstanding payments and the retention period expires, CDN will delete your domain names.
