IDC, a leading global provider of IT market research and consulting services, has released new reports delivering insights into China's government cloud markets in 2023. They thoroughly examined the market development, environment, and vendors' market share of the dedicated cloud, public cloud, and cloud operations services for the government sector. According to these reports, Huawei Cloud has led China's six government cloud markets, including the overall, IaaS, PaaS, and dedicated cloud segments, seven years in a row.

 

Accelerated Cloud Adoption and New Growth Driven by Large AI Models and Data

IDC outlines the evolving landscape of China's government cloud market:

·   In 2023, the total market size reached CNY79.45 billion, with dedicated clouds at CNY55.76 billion, public clouds at CNY15.47 billion, and cloud operations services at CNY8.22 billion. The centralized deployments of government cloud platforms are nearly complete, with almost all provinces and 90% of cities covered. However, only 29% of information systems are cloud-based, which presents significant potential for cloud transformation in the future.

·   Government clouds are progressively integrating intelligence and data-driven approaches. Government models facilitate comprehensive intelligent city management and services, driving innovation on government clouds. Data openness and circulation emerging as new trends broaden the use cases of government clouds.

·   Intelligent computing centers are pivotal in government cloud development. With the digital economy policy placing a focus on AI, the government cloud is expected to enhance intelligent computing capabilities to meet growing needs for data processing, analysis, and decision-making support during digital transformation of government organizations.

·   More and more government customers are eager to dive into cloud. After moving basic services to the cloud, they are seeking service innovation and more comprehensive transformation and demanding professional services to support fine-grained operations, consulting, and scenario-specific solutions.

IDC's research indicates Huawei Cloud holds a leading position in China's dedicated government cloud market, with a market share of 22.9%. Its IaaS market share has risen to 25.7%, and it maintains a significant lead in the PaaS market. All these achievements are the results of continuous innovation in foundational technologies and scenario-specific solutions.

In the intelligence domain, Huawei Cloud Stack provides a computing platform and an AI development pipeline both with full-stack independent innovation. They also launched the industry's first hybrid cloud for large AI models, helping government customers build on-premises large AI models in one stop. This dramatically improves the quality and efficiency of government services, administrative operations, and city governance. Furthermore, Huawei Cloud is actively partnering with municipal cities to establish AI computing centers and city-scale AI model development hubs by sticking to their "one city, one cloud" commitment. Huawei Cloud is not only supporting the industrial clusters of each city, but also nurturing a vibrant intelligent ecosystem. These efforts are specifically aimed at driving a comprehensive intelligent transformation across diverse urban industries.

In the data field, Huawei Cloud's data circulation solution harnesses cutting-edge technologies including Trusted Intelligent Computing Service (TICS), Exchange Data Space (EDS), and blockchain. These technologies work together to ensure secure and reliable data flow, thereby maximizing the value of public data. Additionally, the solution offers innovative features like data engineering and data spaces, which streamline the process of data supply, transfer, and utilization.

Huawei started to dive into the government cloud market in 2012. They have conducted more than 900 global government cloud projects, helping the government customers dive into cloud and take a smart, digital leap.

In its role as the premier partner for large AI models at the Innovation Lab for Digital Guangzhou, Huawei Cloud Stack has developed innovative applications, including intelligent document writing and guidance assistance, powered by the Pangu Government Model. They have been striving to establish a comprehensive large AI model development and operations framework that enhances urban coordination. In this lab, the intelligent consultation and processing of more than 2,200 government affairs have been conducted, automating document management, from intake to drafting, review, and final approval. In Baiyun District, Huawei Cloud, leveraging the Pangu Government Model, quickly identified over 90 urban management issues, including unauthorized road usage and unattended waste. Once these issues are detected, they can be efficiently handled. Plus, Guangzhou Digital Technology Group worked with Huawei to establish an AI public computing center with an exceptional computing capacity of 300 petaFLOPS. This center serves a wide array of over 220 enterprises, research institutions, and universities, providing them with inclusive computing support. The group and Huawei have worked with their partners to nurture more than 260 innovative solutions.

The government of Dongguan worked with Huawei Cloud to establish the Pangu model center, aimed at propelling the city's industrial advancement. At this center, a smart manufacturing model has been developed by aggregating manufacturing data sets and has been integrated into production processes of enterprises. The center is set to introduce more than 100 scenario-specific models, extending its services to over 300 manufacturing enterprises in Dongguan. This initiative is crafted to keep Dongguan at the forefront of intelligence.

In collaboration with Shanghai Data Group, Huawei Cloud Stack has established the "Tianji Zhixin" platform, a cornerstone of Shanghai's "City Data Spaces." This platform consolidates public, industry, and enterprise data, fostering innovation and improving efficiency in inclusive finance, cross-border trade, and healthcare.

Yancheng Big Data Group, in collaboration with Huawei Cloud and Tsinghua University, has forged a data-driven "Yancheng development pattern." They have developed innovative applications including the "My Yancheng" app, a financial service platform, and a comprehensive industry enablement platform for Yancheng. These initiatives have improved city governance efficiency and boosted the development of the digital economy.

Looking ahead, Huawei Cloud will further advance its presence in the government sector and integrate cutting-edge technologies like AI and big data into the fabric of government operations and city governance.
