This is due to complicated technology stacks that require deep coordination between chips, high-density servers, and high-performance networks combined with the development of compatibilities between heterogeneous frameworks like TensorFlow, MXNet, and Caffe. The quick and easy construction of AI models is a large-scale, on-going effort.
